Platform Selection Advisory
Crown Corporation, National Energy Regulator
Overview
A national energy regulator Crown corporation engaged Codeview Digital on an Engaged-tier Technology Advisory Retainer to provide independent guidance through a critical enterprise service management platform selection. The organization's existing ITSM platform was approaching end-of-life, and leadership needed experienced, vendor-neutral advisory to work through a high-stakes decision that would shape their IT operations for the next decade.
The Challenge
The Crown corporation faced a complex platform selection decision with significant financial and operational risk, compounded by internal dynamics and procurement constraints:
- Existing ITSM platform reaching end-of-life with 18 months of vendor support remaining, creating urgency without room for a misstep
- Previous platform selection 8 years prior had been vendor-led, resulting in a solution that never achieved more than 40% of planned functionality and required extensive customization
- 5 shortlisted vendors each presenting compelling but conflicting narratives, with no internal expertise to objectively evaluate claims against the organization's actual requirements
- IT leadership split between two preferred vendors based on prior personal experience rather than structured evaluation criteria
- Government procurement requirements mandating formal evaluation frameworks, weighted scoring, and documented justification, but no internal capacity to design these properly
- Integration requirements with 4 existing enterprise systems (ERP, GIS, document management, and regulatory case management) poorly understood and not documented
The Solution
Requirements Discovery
Conducted structured requirements workshops with 6 business units and IT operations to document 142 functional and technical requirements, weighted by business criticality. This replaced assumptions with evidence-based evaluation criteria.
Evaluation Framework Design
Designed a vendor evaluation framework with weighted scoring across 8 categories: functional fit, integration capability, total cost of ownership, vendor viability, implementation risk, and Canadian data residency compliance, among others.
Vendor Demonstration Program
Structured and facilitated a standardized vendor demonstration program where all 5 vendors addressed identical scenario-based use cases, enabling apples-to-apples comparison and eliminating presentation bias.
Integration Assessment
Documented integration requirements and assessed each vendor's native capabilities and API maturity against the 4 existing enterprise systems, identifying one vendor's critical integration gap that would have required $600K in custom middleware development.
Total Cost of Ownership Analysis
Developed a 7-year total cost of ownership model for each vendor including licensing, implementation, integration, training, ongoing support, and upgrade costs. This revealed a $1.2M variance between the most and least expensive options.
Decision Package & Recommendation
Delivered a complete decision package with scored evaluation results, risk assessment, TCO comparison, and a clear recommendation with documented justification meeting all government procurement documentation requirements.
