Overview

A municipal government infrastructure division engaged Codeview Digital to plan and execute their transition from a vendor-managed monitoring service to a directly owned and operated observability platform. The Solution

Direct Procurement Strategy

Created a procurement strategy using existing government procurement vehicles to transition from vendor-managed to direct licensing, eliminating the 22% service markup while maintaining compliance with municipal procurement policies.

Consumption Monitoring Framework

Designed a phased consumption monitoring approach with a pilot program to establish baseline usage patterns, enabling accurate cost forecasting and proactive budget management before full-scale rollout.

ServiceNow Integration Design

Developed detailed integration specifications for ServiceNow Event Management, enabling automated incident creation, event correlation, and bi-directional data flow between the observability platform and ITSM.

Cost Optimization Tooling

Delivered an Excel-based cost optimization calculator providing consumption forecasting, license tier comparison, and multi-year cost projections for budget planning and executive approvals.

Governance & Compliance

Worked through municipal procurement policies and union agreements to establish all governance requirements for platform ownership, ensuring a smooth transition with full organizational buy-in.

Pilot Program Design
