Overview
A national transportation authority Crown corporation engaged Codeview Digital to provide program delivery leadership for their enterprise IT modernization initiative. The program had been in planning for 18 months but had stalled due to competing priorities, vendor coordination challenges, and the departure of the original program manager. The Challenge

The Solution
Program Recovery & Replanning
Conducted a 2-week program recovery assessment, rebuilding the integrated master schedule across all 4 workstreams with updated dependencies, resource assignments, and realistic milestones. This replaced the stale documentation left by the previous program manager.
Unified Vendor Governance
Established a multi-vendor governance framework with a joint steering committee, standardized status reporting, shared risk register, and escalation protocols. This eliminated the coordination gaps between the 3 vendors and created single-source-of-truth program visibility.
Resource & Dependency Management
Negotiated dedicated time allocations for all 28 internal staff with their respective directors, mapped cross-workstream dependencies into a critical path analysis, and implemented a resource conflict resolution process that prevented the scheduling collisions that had plagued the planning phase.
Risk & Issue Management
Rebuilt the program risk register with 47 identified risks scored by probability and impact, established weekly risk review cadence, and proactively initiated the union consultation process for endpoint modernization. This addressed the single highest schedule risk 3 months before it would have become a blocking issue.
Executive Reporting & Board Communication
Implemented a structured executive reporting framework with monthly board updates, workstream health dashboards, budget burn-rate tracking, and milestone forecasting. This restored board confidence and maintained the political support needed to hold vendor accountability.
Go-Live Coordination & Transition
Orchestrated the sequenced go-live across all 4 workstreams with detailed cutover plans, rollback procedures, and hypercare support structures. Managed the critical dependency on data centre lease expiration with zero unplanned downtime during transition.
